Parking Complaints
To submit a parking complaint, please email [email protected]. Make sure to provide the location of the vehicle and a description of the vehicle (Color / Make / Model). If possible, please attached a photo of the vehicle and a photo of the license plate.
Sec. 38-113. – Downtown parking regulations.
(a)
Definitions. The following words, terms and phrases, when used in this section, shall have the meanings ascribed to them in this subsection, except where the context clearly indicates a different meaning:
Downtown Business District means the entire downtown business district (as designated on the current zoning map of the town) and E. Jackson Street from the corner of Spring Street and E. Jackson Street extending east to the corner of Evalina Street and E. Jackson Street.
Downtown Business District employee or tenant means a person who works full or part-time for a business, profession, or organization that conducts its business at a location either wholly or partially within the Downtown Business District, or a principal/owner of such business, or an independent contractor with such owner, or a business associate who regularly conducts business there, or an occupant of a residential apartment or condominium within the B-1 business district.
Employee-restricted parking areas means all parking spaces in the B-1 district for the length of the one-way portions of Main Street and Mill Street and shall further include the parking spaces on E. Jackson Street from the corner of Spring Street and E. Jackson Street extending east to the corner of Evalina Street and E. Jackson Street.
Park includes the act of parking a vehicle, the act of allowing a vehicle to remain parked, and the act of failing to promptly remove such vehicle within 30 minutes or upon request by an on-duty police officer for the town.
Performing his duties means being present at a place of the person’s employment during its normal hours of operation.
Vehicle means as defined in G.S. 20-4.01(49) and shall include all such vehicles, regardless of ownership.
(b)
It shall be unlawful for a Downtown Business District employee or tenant to park a vehicle within the employee-restricted parking areas while such person is performing his duties as defined herein.
(c)
The provisions of this section shall be effective between the hours of 10:00 a.m. and 4:00 p.m., Monday through Saturday.
(d)
The provisions of this section shall not apply to operations of vehicles displaying valid handicapped license plates or dashboard placards and parked in spaces reserved for persons with disabilities.
(e)
A Downtown Business District employee or tenant is encouraged to park in the Bridge Park parking lot (76 Railroad Avenue) and may do so free of charge. Downtown Business District employees and tenants are likewise encouraged to park in the Cogdill parking lot and the lot at the intersection of Main Street and Landis Street for so long as the town has leased the same.
(f)
The penalty for violating this section shall be $50.00 in accordance with section 1-7.
